I encountered a problem building a2ps-4.13c-r5 in Gentoo Linux, and

Perhaps the maintainer of the Gentoo package will contact you about
it; i thought i'd inform you immediately

"portage" is the package management system of Gentoo Linux
"emerge" is the command to install a package, which, in most cases,
involves building from source code.
