I have written a proposal earlier but haven't received any comments so far. The document is available here: http://www.gnu.org/software/apl/Library-Guidelines.html so that we don't need to scan the bug-apl mail archive. According to it package⍙ is the prefix for meta information of a package while package∆ is the prefix for package functions and global variables.
