[Bug-apl] APL Keybord support files

Hi Jürgen:

I append five files dealing with system-wide installation of the US APL
keyboard on Level 3. Four of them are small modifications of files
distributed with the package xkb-data, and should presumably licensed
in the same way. The other one might make a useful addendum to
README-3-keyboard.

But feel free to do anything you like with them.
