I just checked it out.  You can't have a period in a file name.  The following works fine:

)COPY /usr/local/lib/apl/wslib5/APLComponentFiles/ComponentFiles.apl

     'sqlite' CF_DBCREATE 'test.db'

     'sqlite' CF_DBCONNECT 'test.db'

     fh← CF_CREATE 'fname'
