Just reproduced it on linux with:

git checkout master
git show HEAD

commit f459cbd8be37b28be1dc90315e0ab51d7f211301

git clean -dfx
./configure

Locale information:
$ env | grep '^\(LC_\|LANG\)'
LANG=en_US.UTF-8
LC_ALL=en_US.UTF-8
LANGUAGE=en_US.UTF-8

Msys2 on windows, at least, should do it without a problem.
