Add shopt prompt_time_all to time every command run. Used in combination
with \m the time of the previous command can be added to PS1, or every

Any interest in this Chet? I just rebased on top of some new devel
commits to build on another machine so it came to mind and I realized
there was no response. I have quite enjoyed having the time of the
last command in my prompt.
I haven't looked at it yet, trying to wrap up bash-5.3.
