[Bug binutils/5241] New: Makeinfo versions later than 4.9 are not found by configure script

Running the configure script for binutils incorrectly detects makeinfo versions
greater than 4.9.  The current released version is >= 4.11, so makeinfo is
configured as missing.  This causes the build to fail during execution of the
makefile in  bfd/doc relative to the source root.
