[Bug gas/10039] New: gas/doc/c-s390.texi doesn't support texinfo 4.6

gas/doc/c-s390.texi has

c-s390.texi:@headitem full notation @tab short notation
c-s390.texi:@headitem instruction @tab short form
c-s390.texi:@headitem instruction @tab short form

and binutils requires texinfo 4.6 or above:

    # higher, else we use the "missing" dummy.
    if ${MAKEINFO} --version \
       | egrep 'texinfo[^0-9]*(4\.([6-9]|[1-9][0-9])|[5-9]|[1-9][0-9])'

    else   
      MAKEINFO="$MISSING makeinfo"
    fi     

But the @headitem command was added in texinfo 4.7:
