No, I don't think the old behaviour was particularly useful. If you want the
current directory to be searched, use -L.

The patch submission doesn't mention anything about the effect on search path
of changing from using lang_input_file_is_search_file_enum to
lang_input_file_is_l_enum for -l:, but I remember reviewing that and deciding
it was a good change.
