This is a copy of PR17323 but now for gold linker.
Arm_exidx_fixup in gold is implemented same way as elf32_arm_fix_exidx_coverage
and has same issues: it is not done in relocatable links.

Steps to reproduce:
Execute 'unwind-rel' test from ld/testsuite/ld-arm/ using gold linker.

Expected results:
Linker should create 'cantunwind' record and appropriate relocation for it as
required in test.

Result:
Linker does not generate 'cantunwind'.
