So to summarize:

1. ldlinux.elf is an executable which does not depend on any other object
2. It does not require relocation
3. ldlinux.elf *includes* an ELF dynamic linker as well as a core library
4. The symbols from the core library should be exported to dynamic ELF
   objects which are loaded later
