I don't think they should be swept under the rug. HJ has already pointed out why mips is failing in https://sourceware.org/ml/binutils/2017-05/msg00195.html. I've looked into the arm failure, which is due to .ARM.attributes being marked KEEP and then _bfd_elf_gc_mark_extra_sections setting some_kept.
