I made an attempt to reproduce this, but I don't build llvm very often (cough)
so I don't really know what I'm doing.  I can build llvm in a one stage build
on a riscv fedora system.  When I tried a two stage build like yours, following
a subset of the commands from your full build log, the first stage clang
doesn't work.  I get errors saying it can't find crtbegin.o, etc.  So I
probably did something wrong.  I've got too much stuff to do, so I'm not sure
when I will have a chance to try again.
