--enable-pgo-build=lto fails with binutils 2.30 since ar in binutils 2.30
doesn't support

$ ar --plugin /usr/libexec/gcc/x86_64-redhat-linux/10/liblto_plugin.so rc 

Do we need to detect it and issue an error at configure time?
