If I were to rewrite the system of restarting the whole set of relax passes without modifying `again` it should solve this bug. However I do need to understand the original motivation for restarting the set of relax passes to know whether it would be sufficient to only restart the relax passes themselves or whether we need to include that whole lang_relax_sections logic each time.
