it looks like this one was done and can be closed? :-)

It'll be a little while until we (Haiku) update our binutils to be able to test
this.

For future lurkers,

controls the "fake pe" linker scripts vs the "real pe" binutils formed pe efi
app.



All that's left is making arm (32-bit) spit out PE EFI apps instead of doing
