On the heels of many other sister tickets (namely #26206, #26218) riscv64 is
missing a pei (PE) bfd target for objcopy EFI binaries / loaders.
A pei-riscv64.c needs written for bfd so objcopy can be leveraged to create
"real" PE EFI binaries.
Tools like gnu-efi today use some sketchy linker scripts to fake a PE EFI
Binary.
