Fixed hopefully.  I tested build=x86_64-linux host=x86_64-w64-mingw32
target=x86_64-w64-mingw32 with a __MINGW64_VERSION_MAJOR=8 set of headers. 
Then added a ___lc_codepage_func prototype to locale.h to see that was picked
up.
