run pe after_open earlier

This cures the _pei386_runtime_relocator problem but unfortunately results in
"undefined reference to `arr'".  Very likely parts of the pe after_open
function need to run both before plugin_call_all_symbols_read and after the LTO
plugin has recompiled code.
