ld: fix relocatable, retain7a target pattens for HPPA
Fix issue reported by Dave and Alan.
Put back the old pattern for hppa-*-linux* and add hppa[12]*-*-linux* to
cover
Gentoo's hppa1.1 and hppa2.0 without including hppa64 inadvertently like I
did
before.

PR 30733
PR 30734
* ld/testsuite/ld-elf/relocatable.d: Use better pattern to exclude
hppa64
but include hppa1.1, hppa2.0.
* ld/testsuite/ld-elf/retain7a.d: Ditto.
