This is exactly true. Here's a table for quick reference.

-Wl,-z,pack-relative-relocs -Wl,--no-keep-memory == OOM, past 4GB

-Wl,-z,pack-relative-relocs == OK, about 2GB usage

-Wl,--no-keep-memory == OK, about similar, maybe little less

Other options seem to have no significant effect on memory consumption
