In the Bison 1.75 distribution, bison.info is supposed to be up to
date, so "makeinfo" should be run only if you've modified bison.texinfo
or some other file that bison.info depends on. Is that what happened here?

You're running an old version of texinfo. Upgrading to texinfo 4.2
should fix that problem. But you shouldn't need texinfo at all, unless
you modified a source file.
