Actually, I believe that the Berne convention gives no standing whatever to written copyright notices of this sort.
There is an international copyright treaty "WIPO Copyright Treaty (adopted in Geneva on December 20, 1996)",

http://www.copyright.gov/(For example, it says very clearly that national law must not impose legislative measures that conflicts with normal exploitation of the work; compare with ยง1201 of US copyright law. Further, computer programs are no different, from the point of view of copyright, than literary works.)
