I am sorry for being so unclear there. GNU m4 1.4.4 is installed and
I have checked that this is the m4 that gets used for the testsuite.
I redid your tests with GNU m4 and got the same result "foo" as
before.
Now from your perspective would you say that this is a bug with GNU
m4 or bison's definitions? If it has something to do with m4 I will
happily contact the persons there.
