[Bug classpath/24697] New: resource/META-INF/services/javax.sound.midi.spi.MidiDeviceProvider should be created at configure/build time

The file resource/META-INF/services/javax.sound.midi.spi.MidiDeviceProvider
specifies which MIDI device providers are available at runtime.

The MIDI device providers are determined at configure time.  If you aren't
building ALSA or DSSI providers, this file should be empty.
