[Bug gjdoc/24747] New: Errors for @inheritDoc tags, which can inherit the docs.

I got suspicious errors for overloaded methods with @inheritDoc tags in their
javadoc comments. The error only occur if the orginal methods doesn't have a
javadoc comment.

text=, tagMap=null]
