The z-ordering of internal frames in a desktop pane does not follow the usual
rules seen in commonly used desktop environments.
The bug is easily reproducible in the Swing Demo, when you add a new frame to
the pane the currently active frame goes to the deepest position in the
background. Normally it shold be the next in the background after the new
active window.
