[Bug swing/26008] New: Incorrect repainting of the outer panels after reducing the scrollable view size |

This bug is reproducible in the following way:
1. Run Swing activity board and switch into Tree World.
2. Expand all three root nodes.
3. Scroll down to the bottom.
4. Collapse the middle node, Extraordinary Vegetables.
The bottom panel with buttons disappears, but it reappears if forced to repaint
(for example, by temporary covering it with other window or even mouse cursor).
The panels are incorrectly painted if the tree view vertical size is reduced
when the the scrolling position is at or near the bottom of the view.
