[Bug classpath/26215] New: documentation for programs

Classpath now includes some user programs in the tools/ directory
(actually it has for a while, see the rmi tools).

These tools should come with their own texinfo documentation.
Ideally (for me) this would be in a form easily reusable in libgcj.
Also I would suggest using additional markup to allow generation
of man pages from the texinfo, the way that GCC does.
