When configuring with --with-glibj=none the build fails when trying to compile
tools subdir because java.lang.* is not available (as it is not compiled). The
solution would be to disable the build of tools.zip when configuring with
--with-glibj=none. This option is needed at least on Debian where we build the
java code only once and the architecture specific stuff only on all
architectures.
