Looking at your command again I see it uses sudo.
Searching for "sudo onlcr" gives:
https://github.com/sudo-project/sudo/issues/258

So my best guess now is that the new version of linux mint
set use_pty by default, and this results in sudo
clearing onlcr in the allocated pty.

Closing the coreutils bug report now.
