You will probaly need to bend CVS some to make it go with
:local: access to OS/2 Warp 3 server accessed over network.
One way to work round your problem would be to set up a
*nix box to host a CVS server on its local file system.
Another way could be to set up a NT box to host cvsnt
server on its local filesystem.
