cvs add -m "" foo gives a Usage-message, i.e.
it is considered illegal!
This is annoying, because xemacs generates this kind of
empty messages, when
using the build in cvs to add a directory, thereby producing
an error
message, because the add didn't allow empty messages.

OK, so the bug must be in passing the
args from main to add...
