preliminary patch for a post tag trigger

I wanted to get some feedback before completing this patch in accordance with 
HACKING.

Basically, a new admin file named posttaginfo has been created.  This file 
gets the exact same arguments as the current taginfo.  However,  posttaginfo 
is called after the tag operation has been completed.

Attached are 3 files.  A diff against cvs 1.11.5 for the source only is 
attached.  Also attached are two perl scripts that are called by the info 
files.  tag_prep is called by taginfo and tag_accum is called by posttaginfo
