ChangeLog entries have been updated without a ChangeLog entry a few
times. However, any structural change to the ChangeLog file, like
splitting off a year or two worth of changes has been put into the
ChangeLog itself.
If you see a problem in a ChangeLog, send along the fix and I won't care
too much if you forget to write a ChangeLog entry for it. :-)
