weird test in configure..

hey,
I noticed a weird test in configure for cvs-1.11.6:
checking whether gcc and cc understand -c and -g together... yes
Now, why does cvs need to know *both* compilers, whether or not they
'understand -c and -g together'? Reason I ask is because when I try to
configure on a sun that has /opt/SUNWspro/bin/cc, and the license server is
down, the test hangs.
Could it - at least the part about the dual compiler - be gotten rid of?
