sccs2rcs.csh modification to handle binary files

Hi Folks,

I was converting an SCCS repository to CVS using the sccs2rcs.csh tool. In
my search, I could not find a version of the script that handled SCCS binary
files. So I patched the script so that SCCS binary files are inserted into
the RCS repository with the -kb option set. Also, I patched the Y2K fix to
use the date of the revision when determining the century (19xx or 20xx).

If this is useful, I would like it added to the cvs repository. If there are
any questions or comments, please send them.
