No. allocsa is only needed if lib/setenv.c is compiled. setenv is in
turn only used by lib/getdate.c. getdate.c must be compiled on
Windows, so I'm guessing that Windows has its own working setenv
function, though I think the "working" part won't be tested beyond the
link unless CVS tries to parse a date string containing a substring
like, "TZ=America/New_York".
