Indeed, TortoiseCVS is designed specifically to work with a CVSNT
client.
And the configuration mechanism for ViewCVS allows for (actually I
believe that it defaults to this,
if it detects that CVSNT is installed) using the RCS wrappers that are
part of CVSNT.
