Neither. Apparently we have been breaking the GNU commenting
conventions for #ifdefs and GNULIB has it right:
<http://www.gnu.org/prep/standards/standards.html#Comments>, though they
left off the comment on the #else, if you would like to submit a patch
to bug-gnulib.
