Since nobody raised any concerns or objections to this, I have gone
ahead and checked in the changes. They are on a branch
cvs1-12-13-win-fix, and a release tag of cvs1-12-13a. The revised binary
and GPG signature can be retrieved from ftp://ftp.dreampossible.ca/cvs,
for uploading to Savannah.
