[Bug-ddrescue] slow transfer speed

I have noticed a few times while using ddrescue that the transfer
speed starts off at roughly 20mb/s, but then after hitting an area of
bad blocks it reduces to more like 2mb/s and never recovers. If you
reboot and carry on from where you left off it goes back up to 20mb/s,
in fact sometimes you just have to restart ddrescue itself and it
works. Is this supposed to happen?
