Mr. Diaz,I must respectfully disagree. I have successfully read scratched DVDs with ddrescue. Extraction/recovery seems to work best if you start with Mplayer first. Same for scratched audio CDs. So long as you tell GNU ddrescue to obtain the correct bytes per sector, there have been no issues with it. Top notch software, I might add, and it has worked wonders on my 5 1/4" and 3 1/2" disk collection.
As to the original poster, I've had some luck with those higher end disc doctor machines at video game stores. You might try that. Although, if the label is scratched, there's not much they can do. If you can get a VCD that's identical via renting or borrowing from friends, that's your only workaround. Of course, back up your recovered section before doing that, they could have a slightly different pressed version.
