It looks like an interference between the above empty rule and the
default rules of GNU make.
After seeking advice at help-make[1], I have replaced the '%.h %.cc : ;'
rule above with these two lines in the Makefile:
MAKEFLAGS += -r
.SUFFIXES :
They should work with any version of GNU make, and I hope they will not
cause harm with other makes.
