Nothing special is happening with that option. The documentation at
that web page you were looking at is just behind the times. The best
and most up to date source of documentation is the info pages
installed on your system that came with the program. You should see
that option documented there.
info cp
For reasons now lost to time someone decided to put all of the manual
pages online on the gnu.org site. That sounds like a good thing.
However, they put them in a different directory than the package
pages. The pages you saw are /manual/fileutils and not
/software/fileutils. Therefore the package maintainers do not have
access to update those pages. Those manual pages are always old and
out of date. This has come up for discussion a few times but has
never been completely resolved.
