That depends upon many things. Specific examples are needed to say
for sure.
If the contents of the directory are changed then the timestamp of the
directory is updated. That is a function of the underlying filesystem
which is part of the operating system.
If the contents of the directory did not change then the timestamp of
the directory is not updated.
