Yes. The official support for the MinGW port of Gawk doesn't use
MSYS2 (or any of the autoconf tools).

Yes. The build instructions are in README_d/README.pc. In a
nutshell, you copy the stuff from pc/ to its parent directory, and
then says "make" from the Windows command prompt window. Note that
the Makefile you copy from pc/ assumes a native Windows port of GNU
Make, not the MSYS2 Make.
