[bug-gettext] Translation of gettext manual into Japanese

Hi all.

I translated GNU gettext manual "GNU gettext tools, version 0.19.8.1
Native Language Support Library and Tools" from English to Japanese.

So, how should I take next action.
Submit it to somewhere, or else?
