Traditionally, on glibc systems, you install the Ukrainian locale
through
# localedef -i uk_UA -f UTF-8 uk_UA.UTF-8
On Debian (and derivative) systems, this command is not persistent.
To make it persistent, edit the file
/etc/locale.gen
uncommenting the line with uk_UA.UTF-8, and then invoke
# locale-gen
