Update AppStream/MetaInfo rules

It seems that the AppStream rules related to Appdata/MetaInfo files need to be synced with the upstream project. I discussed this with ximion (Matthias Klumpp) on Github (https://github.com/ximion/appstream/issues/623#issuecomment-2024250020), and it seems that copying the new rules might be enough.

I have created a patch, but I do not have a deep understanding of the gettext project. This is also my first commit to a GNU related project, so there might be some styling mistakes.
